I'm not sure if Toral does it the same way that I did when I ran these, but we took the Top X from each category and put 'em in. Not every nomination makes the cut, only the most popular ones.

In general, we wanted at least 3 or 4 per category and no more than 5 or 6.
We choose the people who have most votes. When there are only one or two, we look at the others and if people had justified that nomination (ie if Bob Sedai and Sue Sedai both got the same number of noninations, but someone said that Bob Sedai always responds very quickly and had made dozens of signatures, unless I happen to know what Sue Sedai has been doing, Bob would get on the list), that will be a tie breaker, otherwise we chose from the people who had lower number of nominations to try and make sure we had at least 3 or 4 candidates in each section

Ah ok, that makes sense, especially since the main one that didn't make the cut is the event avatar one, I'm sure there were a ton of those with only one or two nominations
