Citizen class - Second version

Normally, we don't actively announce classes as a huge thing. But this time we figured that we'd showcase how well the class was doing to our community.

The Citizen class is a new lesson plan designed to help our new members navigate the site and become more involved with various projects we have going on.
I hear it went really well, and Zandera and Anarie did an amazing job with it.
So now we get a shiny new one.
