How does one come to have a proper Tar Valon name, Luna Sedai?

One should first consult the Membership Manual and the stickied threads in all the subforuns one posts in. Aside from that, one must have a first name and a last name, preferably reminiscent of names one finds in WoT, one that is not already had by any other member, or any character in the books.
