I think the working philosophy of the showrunners is that Jordan left enough ambiguity in the text to do an interpretation where the Two Rivers area is a melting pot settled by people from all varieties of what our Age would consider different ethnic groups.
As soon as I saw Sophie's picture I was like....I know I've seen her before. I had to look up her Wiki page and scroll down to the TV section of her filmography before I realized she was Liz Ten in Doctor Who! :D No wonder she was cast for Siuan, she's already been "the bloody Queen, mate." :p
Almost certainly some cast members will not read the whole series. I'm 100% confident it wouldn't be any kind of formal requirement in the casting process.
