Oh man, Windfinders and Cadsuane, My favorite two things in one spot.

Cadsuane being a bully to a guy who is literally just doing his job.

So, considering that the general implications of Bonding a Man against his will are likened to rape by the Aes Sedai..Alanna is freaking creepy here. She literally thinks that her victim belongs to her.
And yes Cadsuane, Rand is turning to stone. Do you know what doesn't help with that? Continually antagonizing him. He has quite enough people doing that to him without you adding to the pile. What Rand needs are more people he can actually trust. Look at Verin in the previous chapter, her plan is to keep Rand out of trouble and actually help him by making sure the Council doesn't do something stupid.
