The Keeper, legally known as the Chief Operations Officer, handles the duties as outlined in the Bylaws for the Vice President. The COO is also responsible for running the administration and making sure that it is efficient, effective, and coherent.

Duties and Responsibilities
Officers are responsible for a broader, more nebulous set of things that don't lend themselves well to a bulleted list. The Tower Archivist, newly created, is responsible for the legal aspect of keeping us incorporated and compliant. The Shatayan/CFO is responsible for everything financial. The Amyrlin/CEO is the front face of our administration to the membership and to the wider WoT world. The Keeper/COO is the front face of the administration within the administration and is responsible for making sure that the administration is focused towards enacting the vision of the organization as a whole. This position works with all Directors to make sure that the individual Departments are moving towards the goals of those Departments as well as working together to provide a cohesive experience for our members. The Keeper is the main point of contact between the Departments and the Officers and Board of Directors.
This position involves a lot of paperwork and administrative oversight. It's reading and responding to monthly reports, it's talking with Directors on a regular (sometimes daily) basis, it's answering phone calls and texts and emails in a timely fashion, it's regular meetings on Skype or IRC, it's accepting that there will be times when you will be spending more hours than you thought you had in a day working on emergencies, it's being willing to step in and perform any position's duties temporarily.
This position requires a constant, active presence. With the reduced load, I think expecting to spend 15-20 hours a week is accurate, though some weeks it will be less and some weeks it will be more. Travel may occasionally be required, though that happens rarely and is often covered by the organization.
