Ah, that's it! I forgot about Cairhien. Now, wouldn't it be funny if Padron comes back and names a third country besides Cairhien or Tar Valon? Then we're all wrong :D

He said "countries ruled by Aes Sedai". I don't count Tar Valon as a country but more a city-state, like the Vatican. Though, of course, Padron counts Tar Valon as a country :p

But I don't count her as a queen. It is said a few times in the series that the Amyrlin stands above kings and queens.
