I use grumpybumpers, and should have both a rotating signature and an icon next to it. They work sporadically. If it was a Photobucket issue, wouldn't it do the standard "this image is not available" photobucket picture instead of just not showing up at all?

Mine have not been showing up properly either. Which rotator program do you use?
