Because Darim brought it up publicly, I will answer publicly.

Riley has managed the finances and budgets of several different groups where he lives, as well as their taxes. He is familiar with the basics of the software we use to track and manage our money, so it will take little time for training.

So yes, this is more than just a congratulatory pat on the head telling him what a great, long-term, active member he's been. He will actually be functioning in this position, and he actually has experience outside of the Tower that is relevant to the position.

He has been a local liaison for a Fall Ball, he has been a mentor, and he has served as Camp Nurse on every occassion where we have needed him. ...

Not to mention Riley's exemplary service as our Master of the Kitchens! A role in which he will continue, though he will have a bit of a break as we will not require his full-time services until Anni 2012. But the Department of Events & Conferences will continue to rely on his expertise as an advisor for our many global events!

This is exactly correct, good catch Isarma. Shambayan is the title used by head butlers in the borderlands, and the correct name for this position.
