When you become a citizen, you gain access to some forums like City Square and the Blue Cat Inn forums. In the City Square there are sticky threads about how you can become a Resident Citizen or join the Tower instead as a Novice/Recruit. Hope this helps.

Lyndo is right! Becoming a Citizen is the first step. Being a Citizen gives you a good idea of what the site is like and how things operate. There are also threads for each Membership Group (Ajahs, Companys, different ranks) in the Olde Warder and Hen if you'd like to get to know the groups better at this stage.

As a Citizen, if you decide to join the Tower, your next goal should be to look for sponsorship to join the Tower. You can do so by getting to know some of the Tower Sworn (Aes Sedai and Gaidin) as well as other members like the Tower Initiates (Novices/Recruits and Accepted/Soldiers) and your fellow Citizens and Resident Citizens. Only the Aes Sedai and Gaidin members of the Tower can be sponsors though.
