I've always sorta liked Galad too, and I can see how he'd be influential to a young boy. He has his flaws but so do all the characters. Best thing to happen to the Whitecloaks in my opinion and he does get better later in the series.

I think there is definite fear of channeling, but it could also be a political move. Tear doesn't want to be a game piece for the Aes Sedai. If they outlaw channeling, it's more difficult for the White Tower to get it's hooks in.
