He said "countries ruled by Aes Sedai". I don't count Tar Valon as a country but more a city-state, like the Vatican. Though, of course, Padron counts Tar Valon as a country :p

But I don't count her as a queen. It is said a few times in the series that the Amyrlin stands above kings and queens.

Sounds pretty dumb to me, and pretty anti-Tinker. The core of their belief is travelling to find the Song. If they're all in one place, the odds of finding it are pretty slim.
